Biography
Dr. Justin Blackburn is an associate professor in the Department of Health Policy and Management and serves as director of the PhD program in health policy and management. He is also the scientific director for Well-being Informed by Science and Evidence (WISE) Indiana, an affiliated scientist with the Regenstrief Institute with the IU Center for Aging Research/Center for Biomedical Informatics, and co-lead of the Community, Healthcare Delivery & Implementation Science Project Development Team in the Indiana Clinical and Translational Sciences Institute. He earned an MPH in epidemiology from the University of Kentucky College of Public Health and a PhD in epidemiology from the University of Alabama at Birmingham School of Public Health.
Research Interests
Dr. Blackburn's research primarily involves leveraging large administrative data sets to evaluate public health policy and outcomes at the state, local, and national level. He is a frequent collaborator with state and local public health agencies, and has applied methodologically innovative approaches to evaluate important public health topics including dental health services and outcomes, long-term care policy and outcomes, Medicaid and CHIP coverage, and measuring health care quality. He has published over 90 peer-reviewed manuscripts in high impact academic journals and is committed to mentoring PhD students, serving on over 30 dissertation committees.
