The Lewin Group (Lewin) collaborated with the Richard M. Fairbanks School of Public Health at Indiana University–Purdue University Indianapolis (IUPUI) to create the IUPUI Opioid Use Dashboard (Dashboard), which is a data visualization tool that illustrates opioid utilization among individuals covered by commercial or Medicare Advantage health plans in Indiana.

Opioid Measures by County: The following visualization provides rates or percentages at the state and county level for the opioid measures tracked in data on insurance claims collected by Optum Labs:
• Cases of overdoses (OD) per 100,000 person years
• Cases of overdoses (OD) per 100,000 person years for individuals under 18
• Cases of opioid use disorder (OUD) per 1,000 person years
• Cases of opioid use disorder (OUD) per 1,000 persons years for individuals under 18
The following measures need to be converted to percentages (e.g., .01 = 1.0%, .10 = 10.0%, .20 = 20.0%, etc.):
• Evidence of medication-assisted treatment (MAT) following overdose
o Compliant – percent of person who received MAT following an overdose (e.g., .10 means that 10.0% of persons who overdosed received MAT afterwards)
o Non-Compliant – percent of persons who DID NOT receive MAT following an overdose (e.g., .10 means that 10.0% of persons who overdosed did not receive MAT afterwards)
• Initial opioid dose is <50 MME/day
o Compliant – percent of persons whose initial opioid dose was less than 50 morphine milligram equivalents per day (e.g., .10 means that 10.0% of persons who received opioids started below 50 MME)
o Non-Compliant – percent of persons whose initial opioid dose was greater than or equal to 50 morphine milligram equivalents per day (e.g., .10 means that 10.0% of persons who received opioids started at or above 50 MME)
• No concurrent opioid and benzodiazepine use
o Compliant – percent of persons prescribed opioids who DO NOT have a concurrent prescription for a benzodiazepine (e.g., .10 means that 10.0% of persons who received opioids did not get benzodiazepines)
o Non-Compliant – percent of persons prescribed an opioid who DO have a concurrent prescription for a benzodiazepine (e.g., .10 means that 10.0% of persons who received opioids also got benzodiazepines)
• No opioid prescription fills following a diagnosis of an opioid use disorder (OUD) or a diagnosis of an overdose (OD)
